കാസർഗോഡ്   കേരളത്തിലല്ലേ ? 

കോവിഡ് വാക്സിനായി  "ഓൺലൈൻ ബുക്കിംഗിലൂടെ വരുന്നവർ ഒരേ പഞ്ചായത്തിലായിരിക്കണം "എന്ന  കാസർകോട്    കലക്‌ട്രാ പ്പീസിൽ  നിന്നിറങ്ങിയ പുതിയ നിബന്ധന പിൻവലിക്കപ്പെടേണ്ടതാണ്.

കാരണം ഇതിൽ ധാരാളം അവ്യക്തകൾ  ഉണ്ട് . ഉദാഹരണമായി കണ്ണൂർ ജില്ലയിൽ കല്യാശ്ശേരി പഞ്ചായത്തിൽ  താമസിക്കുന്ന 4 പേർ  നീലേശ്വരം നഗരസഭയിൽപെട്ട  താലൂക് ആശുപത്രിയിൽ     ബുക്ക്  ചെയ്തുവെന്നിരിക്കട്ടെ . അവർ നീലേശ്വരം താലൂക് ആശുപത്രിയിൽ വാക്‌സിനായി റിപോർട്‌ ചെയ്യുന്ന വെങ്കിൽ അവർ " ഒരേ പഞ്ചായത്തിലായിരിക്കണം " എന്ന നിബന്ധന പാലിക്കുന്നുണ്ട് .അവർക്കു നിർബന്ധമായും വാക്സിൻ നൽകേണ്ടതാണ് ."ഒരേ പഞ്ചായത്തിലായിരിക്കണം "എന്നതുകൊണ്ട്  " അതേ പഞ്ചായത്തിലായിരിക്കണം " എന്ന അർത്ഥമല്ല കിട്ടുന്നത് . ഇനി ഉദ്ദേശിച്ചത് " " വാക്സിനേഷൻ സെന്റർ ഉൾപ്പെടുന്ന  അതേ പഞ്ചായത്തിൽ താമസ ക്കാരായിക്കണം " എന്നാണെങ്കിൽ അത് നടപ്പിലാക്കുന്നതിന് മുൻപ് സംസ്ഥാനത്തു/ രാജ്യത്തു  എല്ലായിടത്തും അറിയിക്കണമായിരുന്നു .മാത്രമല്ല "അതേ പഞ്ചായത്തിലായിരിക്കണം " എന്ന നിബന്ധന ധാരാളം പ്രശ്നങ്ങൾക്ക് ഇടയാക്കും .

കാരണം (1 ) ഇത്  കേരളത്തിൽ  വിവിധ ജില്ലകളിൽ യാത്ര ചെയ്യുന്നവർക്കും  ജോലി ചെയ്യാനായി മറ്റു പഞ്ചായത്തുകളിൽ താമസിക്കുന്നവർക്കും അനാവശ്യയാത്രാ ച്ചെലവും പണ നഷ്ടവും ഉണ്ടാക്കുന്നതാണ്. ഉദാഹരണമായി    തിരുവന്തപുരത്തു താമസിക്കുന്ന കാസര്കോട്ടുകാർ(കുടുംബ സമേതം )  വാക്‌സിനു വേണ്ടി കാസർഗോട്ട്  വരുന്നതിന്റെ അനാവശ്യ ച്ചെലവുണ്ടാക്കുകയും   യാത്രാവേളയിൽ കോവിഡ്  പിടിപെടാനുള്ള സാദ്ധ്യത  വർദ്ധിപ്പിക്കുകയും ചെയ്യുന്നു . നേരെ തിരിച്ചും     കാസർഗോട്ട്  താമസിക്കുന്ന/ ജോലി ചെയ്യുന്ന  തിരുവന്തപുരത്തുകാർ (കുടുംബ സമേതം )  വാക്‌സിനു വേണ്ടി കാസർഗോട്ട്  പോകുമ്പോൾ  അനാവശ്യച്ചെലവുണ്ടാകാനിടയാക്കു കയും   യാത്രാവേളയിൽ കോവിഡ്  പിടിപെടാനുള്ള സാദ്ധ്യത  വർദ്ധിപ്പിക്കുകയും ചെയ്യുന്നു .

 ( 2 ) ഈ നിബന്ധന ദേശീയ ആരോഗ്യ നയത്തിനും തുല്യ നീതിക്കും  എതിരാണ്. 

 (3) ഓൺലൈൻ ബുക്കിംഗ് ചെയ്യുമ്പോൾ ഇത്തരം നിർദ്ദേശങ്ങൾ വെബ്സൈറ്റിൽ  ഇല്ല.അതിനാൽ പലരും വാക്സിൻ ബുക്ക് ചെയ്യുകയും കിലോമീറ്ററുകൾ യാത്ര  ചെയ്തു അതാതു സെന്ററുകളിൽ എത്തുമ്പോൾ അതാതു പഞ്ചായ ത്തുകാർക്കേ വാക്സിൻ ഉളളൂ എന്ന അറിയിപ്പ് കേട്ട് മടങ്ങേണ്ടി വരികയും ചെയ്യുന്നു .അങ്ങിനെ ഉണ്ടാകുന്ന ഒഴിവുകളിൽ  സ്വന്തം ഇഷ്ടക്കാരെ അതത് പ്രദേശങ്ങളിൽനിന്നും  വിളിച്ചു വരുത്തി വാക്സിൻ നല്കാൻ സഹായകമാവുകയും ചെയ്യുന്നു .ഇത് 'ഓൺലൈൻ ബുക്കിങ്' എന്തിനു തു ടങ്ങിയോ  ആ ആശയത്തിന്  എതിരാണ്. ( ന്യായമായ രീതിയിൽ ആശാവർകർമാ ർ മുഖേന ഒക്കെ ചെയ്യുന്ന പഞ്ചായത്തുകൾ ഉണ്ടാകാം.)  (4) ഇതേ സമീപനം ചികിത്സയുടെ വിവിധ തലങ്ങളിൽ സ്വീകരിക്കാൻ തുടങ്ങിയാൽ അത് വിവിധ  ജില്ലകളിലെ രോഗികൾക്ക് വലിയ അസൗകര്യങ്ങളാണ് ഉണ്ടാക്കുന്നത്.മംഗലാപുരത്തെ ആശുപത്രികളിൽ കാസര്കോട്ടുകാർക്ക് ചികിത്സ നിഷേധിച്ചതും ഇതേ ന്യായീകരണത്താലാണ് .

രാജ്യത്തെങ്ങും പൗരന്    ഉറപ്പാക്കേണ്ട തുല്യ നീതി നിഷേധിക്കുന്ന , പ്രാദേശിക വാദം  ശക്തിപ്പെടുത്തുന്ന , സ്വജനപക്ഷപാതത്തിനും cowin വെബ്സൈറ്റിൽ മുന്നറിയിപ്പു നൽകാത്തതിനാൽ  ധന നഷ്ടത്തിനും     ഇടയാക്കുന്ന, മറ്റു ജില്ലകളിൽ ഇല്ലാത്ത,    ഈ നിബന്ധന ഉടൻ പിൻവലിക്കേണ്ടതാണ്.

ഓൺ ലൈൻ ബുക്ക് ചെയ്ത് വാക്സിൻ എടുക്കാൻ ഇന്ന് 10.08.2021 ന് രാവിലെ  ചെന്ന ചെറുപ്പക്കാരോട് നീലേശ്വരം താലൂക്ക് ആശുപത്രിയിൽ നിന്നും വളരെ മോശം പെരുമാറ്റം ഉണ്ടായി. ബുക്കിംഗ് പ്രകാരം 9 മണിമുതൽ  വാക്സിനെഷന് ചെന്നവരെ "കലക്റ്ററുടെ ഉത്തരവു പ്രകാരം വാക്സിൻ  തരില്ലെന്നു" പറഞ്ഞ് മടക്കി അയക്കാൻ ശ്രമം  ഉണ്ടായി .

.സൂപ്രണ്ട്  എല്ലായ്‌പോഴും മീറ്റിംഗിലായിരുന്നു . വാക്സിൻ എടുക്കാൻ ചെന്ന വർക്കു  വാക്സിൻ തരില്ല  എന്നു  മറുപടി ലഭിച്ചു . നീലേശ്വരം നഗരസഭാ  ആരോഗ്യ  സ്റ്റാന്റിംഗ് കമ്മിറ്റി  ചെയർ പേഴ്‌സൺ  പ്രശ്നത്തിൽ ഇടപെടാതെ സ്ഥലം വിട്ടു.പരാതിയും ബഹളവും ആയപ്പോൾ  മൂന്നരക്ക്  ശേഷം തരാം എന്ന വിവരം പന്ത്രണ്ട് മണിയോടെ  പോലീസ്ഉദ്യോഗസ്ഥന്മാർ അറിയിച്ചു .വന്നവരുടെ പേരും നമ്പറും എഴുതിയെടുത്തു ഉച്ചക്ക്‌ ശേഷം മൂന്നര വരെ നൽകാൻ പറഞ്ഞു . എന്നാലും വാക്‌സിൻ കിട്ടുമെന്നു ഒരുറപ്പുമില്ല എന്നും അറിയിപ്പ് കിട്ടി . ഇവിടെ കൂടി നിന്നു അസൗകര്യമാകരുതു എന്നും അറിയിപ്പ് തന്നു കൊണ്ടിരുന്നു . എന്നിട്ടും കാത്തിരിക്കാൻ  ഒരു സൗകര്യം പോലും തന്നില്ല .ഏതാണ്ട് യാചകരോട് എന്നപോലെയാണ് പെരുമാറ്റം .എവിടെയും പോകാതെ തങ്ങി നിന്നവർക്ക് ഒരു മണിയോടെ വാക്സിൻ കൊടുത്തു .  . അവസാനം ജനമൈത്രി പോലീസിന്റെ ഇടപെടലാണ് പ്രശ്ന പരിഹാരത്തിന് സഹായിച്ചത് .

DEAR  MADAM , Today I had a very unpleasant experience at NILESWAR TALUK HOSPITAL  in KASARGOD DISTRICT. I was escorting two young men (my sons) who had booked for second dose covaxin  in this   hospital for the  time schedule from 9 am to 11 am and we reported  at 10.45 am.There was a crowd of young people standing there but without any signs of arrangement of their vaccination. 5 minutes later the young men informed me that they were told that they wouldn't be vaccinated as they were not the residents of NILESWAR MUNCIPALITY and this was as per the recent orders of the District Collector,Kasargod.

The recent  order of the District Collector,Kasargod was not available for reference .There was no hint of this order on the website for booking ,https://www.cowin.gov.in/  too. Then how do you expect that people who book from other districts know about these restrictions ? The predicament was  really shocking.The young men and women who reached there early at 9 AM after gettinig their appointment for vaccination at the centre were denied vaccine only because they did not belong to the Nileswar municipality. When I pointed out the injustice involved , the security personnel at duty pointed out that it was an order from the collector and they were helpless.

We reside in Kannur district and had no prior information from any government sources about these restrictions which, they say , was published in some local newspapers in Kasargod district.No such restrictions exist in any other district in Kerala. There was no hint of this order on the website for booking, https://www.cowin.gov.in/ too. Furthermore, such instructions are detrimental to the concept of equal justice and transparency in the process.

The condition that "all those who book online in a centre  should be the residents of the same panchayath/ muncipalty "  is not  right for many reasons. ( There is nothing wrong in allotting a portion of the online slots  for the residents of the panchayath. )

(1)This condition that all those who book online in a centre should be the residents of the same panchayath/ municipality is not approved nationwide or published on the website for booking and hence bookings will be done furthermore again by people from other districts and states as well and when they reach the centres at the date subsequently, they will be denied vaccine every day henceforth for none of their faults. The vacancies available by denial, thus in every centre can be misused as there is no proper way for accounting of these slots by an outer agency. 

(2) People book in neighbourhood districts because the vaccines are not available in their home districts and they need vaccination for many urgent reasons or for the sake of convenience due to travel, job or stay in those districts. Unless vaccines are not available in all districts at random it is not right to deny the chance of getting vaccinated at a center of their choice .

(3) The "same panchayath rule" will compel people from other districts working temporarily in Kasargod district to travel (most often  with their families )to their home districts causing unnecessary absence from offices and workplaces, travel expenses and increasing the probability of exposure to the pandemic. If the same rule is implemented in other districts, it will create unnecessary financial burdens and health problems for everyone working outside their home districts.

(4) The "same panchayath rule" advocates provincialism and can be misused as a model for other health provisions and policies in the country. This stands against the national health policy and denies the citizen access to health provisions any where in India.

Hence my humble request as a citizen is that "the same panchayath rule for all who book online" be withdrawn immediately or modified promptly to the effect that those who really are in need will still have a chance to book a certain per cent of vaccine slots available anywhere in this state/ Nation- Radhakrishnan C.K, KANNUR 9447739033.
